A 2006 study by the Australian National University was revealing. Undertaken by economists Andrew Leigh and Chris Ryan, it found that teacher quality had declined in the past two decades. Teacher trainees in 1983 had on average better literacy and numeracy standards than 74 per cent of their age peers, compared with only 61 per cent in 2003.
